National Football Agent Regulations in England
On 1 January 2024, the FA’s Football Agent Regulations entered into force superseding the FA’s Working with Intermediaries Regulations.
The implementation of the FA’s Football Agent Regulations follows a consultation process that took place in the summer of 2023 and the publicised decision to delay implementation of the FA’s Football Agent Regulations until the outcome of the FA Rule K arbitration proceedings brought by a number of agencies challenging the implementation of the Regulations, which was communicated on 30 November 2023.
Players, coaches, clubs and agents should be aware that from 1 January 2024 the FA’s Football Agent Regulations will apply alongside the FIFA FFAR.

Number of FA Registered Football Agents in England
According to the FIFA Football Agents Directory, there are 5,769 FIFA licensed football agents worldwide. Information per country/national association is not provided. It is searchable only by full name and licence ID number. However, there is a list of all FA Registered Football Agents. Only individuals registered with the FA as agents are authorised to conduct football agent services on behalf of players, coaches and clubs in England. A list of current suspensions and recent sanctions can also be found on the FA website.
Football Agents Fees and Transactions in England
On 11 April 2024, the The Football Association published the agents' fees paid by clubs in England for 2023. In short:
- Premier League: 409,592,929 £
- EFL Championship: 61,340,767 £
- EFL League One: 5,230,033 £
- EFL League Two: 2,421,036 £
- National League System: 715,701 £
