The FFAR relevant national document
The Croatian Football Federation (HNS) has partially suspended the national Football Agent Regulations. Following FIFA’s recommendation in their Circular No. 1873 issued on 30 December 2023, on 11 January 2024, the HNS has decided to temporarily suspend most of the provisions affected by the Landgericht Dortmund decision. However, the NDRC’s jurisdiction for disputes on a national level and the competence of the HNS Disciplinary Committee to impose sanctions on Agents or Clients have not been suspended. Furthermore, the reporting obligations remain in force and the Agents will have to send to the HNS, via e-mail, information and documents stipulated in the HNS FAR Article 10 par. 2 j) (FIFA FFAR 16.2j)) together with their FIFA Agent license number and a personal ID.

Number of FIFA Licenced Football Agents in Croatia
According to the FIFA Football Agents Directory, there are 5,820 FIFA licensed football agents worldwide. Information per country/national association is not provided.
Football Agents Fees and Transactions in Croatia
The Croatian Football Association has published a comprehensive report on the involvement of football agents/intermediaries in domestic transactions completed in the period from 1 January 2023 to 30 September 2023. Intermediaries were involved in 111 transactions for which they received commissions amounting to €11,978,491, of which €1,102,529 for services rendered to players. This once again confirms that the services of agents in Croatia are most frequently used by clubs releasing players (mostly in international transfers). Compared to the €6,510,783 euros in commissions paid in 2022, the amount paid in 2023 has almost doubled. It is interesting to note that of the 81 agents mentioned in the report, 37 (45%) are currently licensed to provide football agent services in accordance with the FIFA Football Agent Regulations.
